POI project proposals should fall within the following programme themes:

  1. Wise use of ocean resources
  2. Land-sea interactions
  3. Biodiversity
  4. Human communities and the sea
  5. Climate change adaptation

These themes address threats identified in the Pacific Ocean Synthesis, which provides a comprehensive review of scientific literature on the Pacific Ocean.  

Primary threats to the ocean include land-based pollution, habitat destruction, overfishing, and climate change.  Biosecurity risks associated with invasive species are of particular importance for Pacific Island nations. The cumulative effects of these threats must also be considered, particularly in the coastal environment where impacts from land and sea-based activities interact in complex ways to degrade marine ecosystems.
